The answer is, yes.

The meaning of proposal is ‘a plan or suggestion, especially a formal or written one, put forward for consideration by others’

The meaning of bid is ‘make an effort or attempt to achieve’

The difference is the purpose of writing, in bid writing we will responding to the specific request from the customer, in which the customers will approach more than one suppliers. So in this case bid writing should be more competitive to win the bid. And of course it will be more detailed and specific than proposal writing.

In proposal writing we are offering a solution to the customer proactively. In this case customer may not even think about the requirement. We will approach them and tell them if you implement this solution these all are the benefits.
